Amends the Tax Reform Code of 1971 to expand Pennsylvania personal income tax exemptions for federal service members serving outside the Commonwealth

Adds new exemption for income received from the U.S. Government by members of the United States Public Health Service serving on active duty outside Pennsylvania

Adds new exemption for income received from the U.S. Government by members of the National Oceanic and Atmospheric Administration (NOAA) serving on active duty outside Pennsylvania

Existing exemptions for armed forces members on active duty outside Pennsylvania and emergency state duty remain unchanged

Takes effect 60 days after enactment
