Amends Title 8 of the Pennsylvania Consolidated Statutes to revise procedures for filling vacancies in elective borough offices

Requires a vacancy board to convene within 15 days if borough council fails to fill a vacancy after 30 days, with council able to voluntarily convene the board earlier if unable to fill the position

Establishes vacancy board composition as council members (excluding mayor) plus one registered borough elector appointed as chair, who cannot vote for themselves to fill any vacancy

Requires vacancy board chair to petition the court of common pleas if the board fails to fill the position within 15 days or if the chair position is vacant and remaining members vote to disband

Allows court of common pleas to fill vacancies when more than a majority of council seats are vacant, upon petition by at least 15 registered electors or remaining council members; act takes effect in 60 days
