Municipal authority board members would be elected by voters at municipal elections rather than appointed by municipal governing bodies, with elections beginning after the first municipal election occurring more than 90 days after incorporation or the law's effective date

Single-municipality authorities would have 5 board members with staggered initial terms (two 2-year, two 4-year, one 6-year), while joint authorities would have one member per municipality plus 3 at-large members divided into three classes with 2, 4, and 6-year terms

Authorities must notify their county within 10 days of receiving incorporation, joinder, or withdrawal certificates from the Secretary of the Commonwealth to prepare for municipal elections

Removes the existing provision allowing municipalities to remove board members for missing three consecutive meetings; vacancies would instead be filled by party committee nomination with appointed members serving until the next election

Effective date is January 1, 2026, or immediately upon enactment, whichever is later
