Establishes the Infectious Disease Advisory Commission within Pennsylvania, comprising 15 members including the Secretaries of Aging, Health, and Human Services, the PEMA Director, 6 General Assembly members, and 5 Governor-appointed experts in infectious diseases, facility management, older adult services, PPE logistics, and medical direction

Requires the commission to meet at least 3 times within the first 90 days of any disaster emergency declared due to a contagious disease outbreak affecting health and safety at care facilities such as nursing homes, assisted living residences, hospices, and home care agencies

Mandates the commission to advise the Governor and General Assembly within 48 hours of a request regarding protective steps for facility residents during emergencies, and to develop sample infectious disease plans covering PPE procurement, employee screening, and family notification systems

Directs the commission to make recommendations for establishing a Commonwealth PPE stockpile, including procurement procedures, storage locations throughout Pennsylvania, cost analysis, funding sources, distribution priorities, and necessary legislation

Requires the commission to issue a comprehensive report within 24 months of the act's effective date, with updates at least every 7 years; the act takes effect 90 days after enactment
