Amends Title 35 (Health and Safety) to add provisions on fatherhood engagement in maternal health, declaring that father participation during prenatal care can help reduce postpartum mood disorders, preterm births, and improve breastfeeding success rates

Requires the Department of Health to conduct a public awareness campaign within two years (subject to available funding) promoting the importance of fathers' roles in pregnancy, childbirth, and postpartum care for improving maternal and infant health outcomes

Directs the Department of Health to post guidance materials within one year for maternity care providers (hospitals, birth centers, health care practitioners) on training staff about fatherhood engagement benefits during pregnancy and postpartum periods

Requires the Department of Health to encourage and promote paternal depression screening by maternity care providers as part of care during pregnancy, childbirth, and postpartum

Mandates the Joint State Government Commission to conduct an implementation study and submit a report to the Senate Health and Human Services Committee and House Health Committee within four years; act takes effect in 60 days
