Authorizes counties, cities, boroughs, townships, school districts, and other municipalities to adopt ranked choice voting for municipal elections through ordinance, resolution, or ballot initiative, with adoption required at least 180 days before the election

Voters rank candidates in order of preference (1, 2, 3, etc.) rather than selecting a single candidate; ballots must allow ranking as many choices as there are qualified candidates, subject to voting equipment limitations

For single-winner contests, tabulation proceeds in rounds where the candidate with the fewest votes is eliminated and those votes transfer to each ballot's next-ranked active candidate until one candidate remains or achieves a majority

For multi-winner contests, candidates exceeding an election threshold are declared elected, with surplus votes transferred at a reduced value to next-ranked candidates; candidates with fewest votes are eliminated until all seats are filled

Requires the Secretary of the Commonwealth to promulgate implementation rules and release unofficial preliminary round-by-round results and cast vote records after polls close, with final results including vote totals per round and inactive ballot counts
