Removes the U.S. citizenship requirement for members of the State Board of Social Workers, Marriage and Family Therapists and Professional Counselors

Retains the requirement that board members must be Pennsylvania residents for at least two years

Board composition remains unchanged at 13 members: 2 public members, 5 licensed social workers, 2 licensed marriage and family therapists, 2 licensed professional counselors, 1 rotating member, and the Commissioner of Professional and Occupational Affairs

Takes effect 60 days after enactment
