Removes the requirement that State Board of Psychology members be United States citizens, while retaining the requirement that they be Pennsylvania residents for at least three years

Maintains the existing nine-member board structure: eight members appointed by the Governor with Senate consent, plus the Commissioner of Professional and Occupational Affairs

Board composition remains unchanged: six licensed psychologists representing various practice areas and two public members at large

Takes effect 60 days after enactment
