Requires producers selling covered batteries (portable and medium format) in Pennsylvania to participate in an approved battery stewardship plan through a battery stewardship organization by January 1, 2027, or be prohibited from selling batteries in the state

Establishes mandatory collection site networks based on county population density, ranging from 1 site per county with fewer than 250 people per square mile to 15 sites in counties with 5,000+ people per square mile, with free battery drop-off for consumers

Sets recycling efficiency targets of at least 60% for rechargeable batteries and 70% for primary batteries, with annual reporting requirements on collection rates, materials recycled, and program finances due by June 1 each year

Prohibits disposal of covered batteries in regular waste or recycling containers destined for landfills, incinerators, or materials recovery facilities, effective January 1, 2027

Imposes civil penalties of $2,500 per violation for noncompliance, with the Department of Environmental Protection responsible for plan approval, oversight, and maintaining a public website listing participating producers and brands
