Auction companies must check horses for implanted microchips, tattoos, or brands before sale and post all identifying information (including ID numbers and photographs of marks) on their publicly accessible website.

Horses cannot be offered for sale at auction until 72 hours after the identifying information has been posted online.

Auction companies must maintain records for at least one year after each horse sale documenting microchip/tattoo/brand presence, posting dates and times, and sale dates and times.

Amends the Auctioneer Licensing and Trading Assistant Registration Act (P.L.327, No.85 of 1983) by adding Section 17.1.

Takes effect one year after enactment.
