Mandates the department maintain a public list of drugs in shortage, including drug names, manufacturers, shortage reasons, estimated duration, and affected distributors, with information distributed to healthcare professionals and patient organizations

Creates an enforcement mechanism where non-compliant manufacturers or distributors receive a letter from the Secretary of Health, must respond within 30 days, and face public posting of the letter and response within 45 days

Requires quarterly reports to legislative health committees beginning January 1, 2026, detailing shortage notifications, mitigation actions, and coordination with federal agencies including the Drug Enforcement Administration
