Proposes amending Article II, Section 4 of the Pennsylvania Constitution to change when the General Assembly convenes each year from the first Tuesday of January to the first day of December

Maintains existing provisions that the General Assembly operates as a continuing body during the term for which Representatives are elected and meets at 12 o'clock noon

Preserves current rules for special sessions, which may be called by the Governor upon petition of a majority of members elected to each House or at the Governor's discretion when public interest requires

Requires the Secretary of the Commonwealth to advertise the amendment after both the first and second passage by the General Assembly, per Article XI requirements

Directs the amendment to be submitted to Pennsylvania voters at the first eligible primary, general, or municipal election following second passage
