Prohibits manufacturers from selling class B firefighting foam containing intentionally added PFAS chemicals in Pennsylvania beginning July 1, 2026, and bans use by firefighting entities starting January 1, 2027, with exemptions for federally required foam at airports and certain industrial facilities

Requires manufacturers of firefighting personal protective equipment (jackets, pants, helmets, gloves, respiratory equipment) to affix warning labels indicating whether products contain intentionally added PFAS chemicals

Directs the State Fire Commissioner to assist firefighting entities in transitioning to PFAS-free foam and maintain a list of authorized vendors for disposal, transportation, and removal of existing PFAS-containing foam

Expands the Fire Company Grant Program to cover disposal costs of PFAS-containing foam and purchase of PFAS-free replacement foam

Imposes civil penalties of up to $5,000 for first violations and $10,000 for subsequent violations, with collected funds deposited into the Fire Company Grant Program
