Establishes the Service Members, Veterans and their Families Fund as a restricted fund in the State Treasury to support quality of life programs for service members, veterans, and their families

Authorizes the Adjutant General to lease Fort Indiantown Gap property to private businesses or nonprofits that benefit the local community and base personnel, with revenue deposited into the new fund

Expands permitted uses of Fort Indiantown Gap beyond military training to include emergency response training and quality of life support for service members, veterans, and families

Fund expenditures may include quality of life programs, grants to governmental and nonprofit organizations, and morale/welfare/recreation support for Pennsylvania National Guard units deployed outside the state

Requires annual reporting to legislative Veterans Affairs and Emergency Preparedness committees by July 31, beginning in 2026, detailing fund deposits, expenditures, and supported programs
