Establishes a voluntary program through PennDOT allowing driver's license and ID card holders to add up to two emergency contacts and certain medical conditions to their records, accessible by law enforcement during official duties

Medical conditions eligible for inclusion require health care provider certification and are limited to deafness/hearing impairment, autism spectrum disorder, communication impediments, and similar conditions approved after consultation with State Police and Medical Advisory Board

Participation is free, with opt-in/opt-out available during license renewal, ID renewal, vehicle registration, or at any time through a process established by the department

Program information is exempt from Pennsylvania's Right-to-Know Law, and participants may have enrollment canceled or revoked for fraudulent reporting or misrepresenting conditions during law enforcement encounters, with notice and hearing rights provided

Takes effect six months after enactment
