Amends Pennsylvania's Unfair Trade Practices and Consumer Protection Law to classify using automatic renewal provisions or negative option plans without proper disclosure as an unfair or deceptive practice

Requires sellers to provide clear and conspicuous disclosure of automatic renewal terms, specific cancellation procedures, and advance notice before renewals (15 days for periods under 3 months, 30 days for 3+ months)

Mandates that cancellation mechanisms must be identical to the methods by which consumers initially agreed to the subscription, and sellers must obtain affirmative consent before charging consumers

Exempts health clubs, municipal franchise services, FCC/FERC/PUC-regulated utilities, business-to-business transactions, insurance entities, natural gas and electric competition contracts, and security system services from the requirements

Takes effect 60 days after enactment
