Amends the Municipal Police Pension Law to update statutory references from the Intergovernmental Cooperation Law to 53 Pa.C.S. Ch. 23 Subch. A for regional police department pension agreements

Allows participating municipalities to transfer assets or liabilities from their municipal police pension fund to a regional police pension fund when authorized by intermunicipal agreement

Requires all assets from a disbanded police force's pension fund to be transferred to the receiving police department's pension fund within one year of disbandment

Mandates that municipalities failing to transfer pension assets within one year must transfer them to the Commonwealth through the State Treasurer

Imposes a civil penalty of up to 10% of total retained assets on municipalities that fail to transfer disbanded police pension funds, enforceable by the Attorney General
