Allows applicants for original or renewal driver's licenses, identification cards, and vehicle registrations to make voluntary $5 contributions to the Fire Company Grant Program and the Emergency Medical Services Grant Program.

Two-year vehicle registration applicants may contribute $10 to each program through the department's website.

Contributions are added to regular fees and transferred annually from the Motor License Fund to restricted accounts in the General Fund for each program.

Pennsylvania Emergency Management Agency receives continuing appropriations from these restricted accounts to make grants under existing fire company and EMS grant programs.

Takes effect 60 days after enactment.
