Caps grants at $75,000 for applicants headquartered in first or second class cities (Philadelphia and Pittsburgh), while applicants outside those cities or launching new programs may receive up to $100,000

Requires grant recipients to involve at least one Pennsylvania resident who identifies as transgender or nonbinary with specialized experience in assisting with name change processes

Limits administrative costs to 1% of the fund and mandates program evaluations every three years, with the department required to begin accepting applications within 180 days of enactment
