Amends Pennsylvania's judicial name change law to automatically waive public notice requirements for petitioners seeking to change their name to conform to their gender identity

Requires courts to seal all records in gender identity name change cases, with no public access to the petition, proceeding, or order regardless of whether the name change is granted

Sealed records may only be opened by court order upon showing of good cause or at the petitioner's own request

Updates terminology throughout the statute from "person" to "individual" and "his or her" to "the individual's" for gender-neutral language

Takes effect 60 days after enactment and applies only to petitions filed after the effective date
