Removes the population threshold of 3,000 or fewer residents that previously allowed small municipalities without local police to receive a share of vehicle offense fine revenue from State Police prosecutions

Restricts fine revenue distribution to only municipalities that provide at least 40 hours per week of local police services through a municipal department, regional police participation, or contracted police services

Redirects fine revenue not distributed to qualifying municipalities from Pennsylvania State Police cadet classes to the Pennsylvania Commission on Crime and Delinquency

Revenue transferred to the Commission on Crime and Delinquency will fund public or private grant programs supporting police department regionalization and accreditation

Takes effect 60 days after enactment
