Amends Title 23 (Domestic Relations) of Pennsylvania Consolidated Statutes to add two new definitions to the child protective services chapter

Defines "general protective services report" as a report asserting a child may be at risk of harm or harming others due to conditions other than abuse

Defines "valid" for general protective services reports as requiring substantial evidence that a child: lacks proper parental care, subsistence, or education; was placed for care/adoption illegally; was abandoned; is habitually truant; is ungovernable and at risk of harm; or is under 10 years old and committed a crime

Takes effect 60 days after enactment
