Directs the Department of Education to issue certificates of recognition to students who achieve perfect scores on the test

Exempts students with individualized education programs (IEPs) from the testing requirement if their IEP indicates otherwise

Requires the Department of Education to conduct biennial electronic surveys of school entities to track compliance, including data on number of students tested and passing rates
