Establishes standards for school-based health centers in Pennsylvania public, private, and parochial schools, requiring them to operate during school hours and prohibiting denial of services due to inability to pay or insurance status.

Creates a Statewide school-based health advisory council within the Department of Health, consisting of department representatives, students, parents, administrators, community members, and health care providers serving two-year terms.

Authorizes the Department of Health to collect demographic and utilization data on school-based health centers, including student access numbers, racial/ethnic demographics, funding amounts, and health outcomes.

Services offered are determined by local school boards or private governing bodies and may include primary care, mental health services, substance use disorder treatment, crisis intervention, immunizations, and referrals to specialty care.
