Repeals Section 528 of the Public School Code, which required school employers to follow specific procedures before contracting with third parties for non-instructional services, including soliciting applications, holding public hearings, and providing employment protections for displaced school employees

Eliminates requirements that third-party contractors provide 3-year cost projections, employee criminal/disciplinary records, and violation history when bidding on school service contracts

Removes protections for school employees terminated due to outsourcing, including the requirement that contractors give them interview consideration for similar positions

Amends Section 1501.8 to remove Section 528 from the list of provisions that cannot be waived under pandemic-related flexibility requests to the Secretary of Education

Takes effect 60 days after enactment
