Permits any person to use media devices to capture, record, transmit, or broadcast images, video, or audio of judicial proceedings without court approval

Prohibits recording in proceedings involving sexual abuse, domestic violence, protection from abuse orders, and protection of victims of sexual violence or intimidation

Protects testimony of child witnesses and confidential informants from recording under the exceptions

Defines "sexual abuse" broadly to include human trafficking involving sexual servitude, sexual offenses, incest, endangering welfare of children with sexual contact, prostitution offenses, and sexual abuse/exploitation of children

Takes effect 60 days after enactment
