Requires preparing institutions and alternative program providers to admit applicants to initial teacher preparation programs only after completing at least 48 semester credit hours with a minimum 2.8 GPA; alternative program providers must ensure applicants hold a bachelor's degree with a 2.8 GPA

Sets admission criteria for advanced preparation programs including a 2.8 minimum GPA, faculty and professional recommendations, demonstrated competence in professional work, and graduation from a regionally accredited college or university

Allows preparing institutions to accept up to 10% of applicants who do not meet the minimum GPA requirements, provided the institution develops documented alternative admission criteria meeting state eligibility requirements

Amends the Public School Code of 1949 by adding Section 1207.5 on educator preparation admission standards

Takes effect immediately upon enactment
