Establishes the Community Diaper, BRIEF and Incontinence Products Grant Program Fund administered by the Department of Human Services to provide grants to diaper banks, pantries, and programs that distribute free diapers, briefs, and incontinence products to infants, children, and incontinent adults

Grants range from $2,500 to $25,000 annually per eligible nonprofit applicant and may fund direct distribution, warehousing, outreach programs, mobile diaper banks, and creation of new programs in underserved areas

Requires at least 80% of fund money be used for grants, with no more than 20% allocated to state and local administration

Directs the Department of Aging to establish a separate program providing incontinence supplies to individuals 65 years of age or older, including adult briefs, protective undergarments, pads, absorbent underwear, and incontinence medication

Takes effect 90 days after enactment; applicants must be Pennsylvania-based nonprofits that do not require participation in religious, financial, or organizational activities to receive products
