Requires ballot return locations to be monitored by at least one election inspector from each of the two major political parties, with inspectors verifying voter identification and reviewing ballots for completeness of declaration, signature, and date

Mandates video recording of ballot return locations during hours of operation, with recordings retained for two years and made available for public inspection

Treats ballot return locations as polling places subject to all existing requirements including accessibility, observer access, and political activity restrictions; effective 60 days after enactment
