Amends the definition of "governmental entity" in Title 24 (Education) to update terminology from "vocational-technical board" to "career and technical board"

Explicitly excludes associations authorized to receive membership dues from public school entities under Section 516 of the Public School Code of 1949 from the definition of "governmental entity"

Applies only to employees of such membership-dues associations hired after the effective date of the act

Specifies that excluded associations shall not be considered nonparticipating employers under 24 Pa.C.S. § 8327.1

Takes effect immediately upon enactment
