Amends the definition of "abuse" in Pennsylvania's Protection From Abuse Act (Title 23, Section 6102) to expand grounds for protective orders

Adds "substantial emotional distress" as a qualifying harm for stalking-related abuse, alongside the existing standard of "reasonable fear of bodily injury"

Applies specifically to civil protection from abuse proceedings and explicitly does not affect criminal prosecutions under Title 18
