Requires the Department of Human Services to seek a federal Medicaid waiver from CMS to allow payment for extraordinary personal care services provided by legally responsible relatives to Medical Assistance recipients

Legislative Budget and Finance Committee must conduct a cost study reviewing the first two years of waiver implementation after federal approval

Cost study report must be submitted within three years of waiver implementation to the Governor and relevant Senate and House committee leaders

Amends the Human Services Code (Act of June 13, 1967) by adding Section 443.16

Takes effect 180 days after enactment
