Prohibits denying coverage or conditioning association membership based on health factors such as preexisting conditions, medical history, genetic information, or disability status

Establishes enforcement penalties including fines up to $5,000 per violation ($10,000 for willful violations), with annual caps of $500,000 for insurers and $100,000 for other persons, plus potential license suspension or revocation

Takes effect 60 days after enactment and repeals conflicting provisions of the Insurance Company Law of 1921
