System must include data visualization dashboards allowing state agencies and General Assembly staff to simulate changes to the basic education funding formula, including adjustments to weights, appropriations, and funding distributions

System requires advanced analytics capabilities including data mining, machine learning, predictive analytics for forecasting, and natural language processing for analyzing text-heavy documents like surveys and accreditation reports

Public-facing dashboards must display only aggregate-level data, while restricted dashboards with role-based permissions protect data subject to FERPA and other privacy laws

Department may contract with third parties under the Commonwealth Procurement Code and use federal, state, or other appropriated funds; act takes effect in 60 days
