Amends Pennsylvania's Unemployment Compensation Law to allow workers to receive unemployment benefits during labor disputes, including strikes, by removing the provision that made employees ineligible for benefits during work stoppages caused by labor disputes.

Employees who are unemployed due to a work stoppage will no longer be considered to have "voluntarily left work" for purposes of unemployment compensation eligibility.

Repeals Section 402(d), which previously disqualified workers from benefits if their unemployment resulted from a labor dispute (other than a lockout) at their place of employment.

Takes effect immediately upon enactment.
