Pennsylvania State Police must establish a statewide toll-free telephone number for reporting suspected animal abuse or neglect, available 24 hours a day, 7 days a week

Reports will be maintained in a database with reporter contact information and abuse location, then referred to appropriate law enforcement or humane society police officers for investigation

Database access is restricted to law enforcement investigating animal abuse cases; annual reports on the number, location, and type of reports must be submitted to Senate and House Judiciary Committee leadership by June 30, 2026, and annually thereafter

Pennsylvania State Police and Department of Agriculture must publish the hotline number on their public websites

Persons convicted of animal abuse offenses under this subchapter must pay an additional fine of at least $25, with collected fines funding hotline maintenance; the act takes effect in 60 days
