Allows municipalities to petition county or regional planning agencies to review infrastructure impacts, with agencies authorized to require developers to make reasonable infrastructure improvements

Applies only to municipalities with populations over 5,000 that are located in counties experiencing population growth according to the most recent federal census

Takes effect 180 days after enactment and does not preempt Pennsylvania Construction Code Act definitions or uses
