State-related universities (Penn State, Pitt, Temple, Lincoln University and their branch campuses) must conduct an economic and workforce impact study before closing any campus, beginning with the 2025-2026 school year

The Department of Labor and Industry must select an independent research institution to conduct each impact study on behalf of the university

Study results must be transmitted to legislative committee chairs (Senate and House Appropriations and Education committees), the department, affected local governments, and General Assembly members with affected campuses in their districts

Campus closures are prohibited if the study reveals significant harm to the local community or that students will lack reasonable and affordable alternatives for postsecondary education

Compliance with these requirements is a condition for receiving state appropriation payments
