State-related universities (Penn State, Pitt, Temple, Lincoln University) must develop a proposed implementation plan before consolidating, transferring, closing, or significantly reducing operations, including branch campus closures, starting with the 2025-2026 school year

Implementation plans must include a detailed financial analysis, economic impact study on local communities, student impact report with number of affected students and available alternatives, and a plan for continued higher education access in the affected region

Plans must be distributed to legislative committee chairs and members representing affected districts, followed by a minimum 90-day public comment period with at least three public hearings and stakeholder consultation

University boards must approve plans by a two-thirds vote at a public meeting after considering stakeholder comments, then submit to the General Assembly for final approval before implementation

General Assembly approval is required before any campus closure or significant reduction in operations can proceed, establishing legislative oversight of state-related university restructuring decisions
