Upgrades second or subsequent stalking offenses from a third-degree felony to a second-degree felony when the offender has prior convictions for violent crimes against the same victim, including assault, strangulation, kidnapping, rape, or protective order violations

Establishes a mandatory minimum sentence of at least 5 years of total confinement for second or subsequent stalking offenses

Requires the maximum sentence to equal twice the mandatory minimum sentence for offenders sentenced under this section

Prohibits courts from imposing lesser sentences, probation, or suspended sentences for offenders subject to the mandatory minimum provisions

Takes effect 60 days after enactment
