Establishes a nonpublic database registry of domestic violence offenders administered by Pennsylvania State Police, accessible only to law enforcement agencies and the Office of Victim Advocate

Requires registration for individuals convicted of domestic violence offenses against family or household members, including murder, manslaughter, aggravated assault, strangulation, stalking, terroristic threats, kidnapping, and related crimes

Registration periods range from 5 years (simple assault, reckless endangerment) to 25 years (involuntary manslaughter, aggravated assault, strangulation, kidnapping) to lifetime (murder, voluntary manslaughter)

Registered offenders must appear in person quarterly, semiannually, or annually depending on offense severity, and report changes to address, employment, vehicles, phone numbers, and email within 3 business days

Failure to register, verify address, be photographed, or provide accurate information constitutes a first-degree misdemeanor; the act takes effect 60 days after enactment
