Adds "public works employees" to the list of personnel eligible for state death benefits under Pennsylvania's Emergency and Law Enforcement Personnel Death Benefits Act, alongside firefighters, law enforcement officers, ambulance/rescue squad members, and National Guard members

Defines "public works employee" as municipal or municipal authority employees involved in care, maintenance, or construction of public buildings, parks, water systems, sewers, roads, highways, or infrastructure who respond to emergencies as or with first responders

Provides $100,000 death benefit (subject to existing adjustment provisions) paid from the General Fund to surviving spouse, minor children, or parents of eligible personnel who die in the line of duty

Extends the presumption that a fatal heart attack or stroke occurring on duty or within 24 hours of physical training or emergency response constitutes a line-of-duty death to public works employees

Takes effect 60 days after enactment
