Expands Pennsylvania's Price Gouging Act to cover local disaster emergencies declared by local governing bodies, in addition to state emergencies declared by the Governor

Prohibits charging unconscionably excessive prices for consumer goods or services during and within 30 days after the termination of a declared emergency in the affected geographic region

Establishes prima facie evidence of price gouging when prices exceed 20% above the average price for the same or similar goods/services during the 7 days immediately prior to the emergency declaration

Requires local governing bodies, in addition to the Governor, to notify registered agents when local disaster emergencies are declared and ceased

Takes effect 60 days after enactment
