Establishes a one-year Radiation Testing Pilot Program within the Department of Environmental Protection to detect radioactive leachate and protect workers at oil and gas drilling sites

Requires all individuals working at participating drilling sites to wear dosimeters to measure and monitor radiation exposure levels

Mandates well owners and operators to report average radiation exposure levels to the department on a quarterly basis

Requires the department to select at least three Pennsylvania oil or gas drilling sites to participate in the pilot program

Department must submit a report to the General Assembly within one year of the program's start, including recommendations on radiation safety improvements and potential statewide expansion
