Establishes the Violent Incident Clearance and Technological Investigative Methods Program within the Pennsylvania Commission on Crime and Delinquency to provide grants to law enforcement agencies for improving clearance rates of homicides and violent crimes

Grants may fund personnel hiring/training for investigations and forensic evidence processing, technology and equipment upgrades for evidence collection, record management system improvements, crime trend analysis, and witness support programs

Requires at least 10% of available grants be reserved for law enforcement agencies serving rural communities, and allows multi-jurisdictional joint applications

Grant recipients must report to the commission on clearance rates by offense type, personnel assignments, training programs, technology purchases, and how grant funds were utilized

Commission must submit annual evaluations by March 31 to legislative Appropriations and Judiciary committees, with administrative expenses capped at 3% of program appropriations; act takes effect in 60 days
