Department of Transportation must contract with a private vendor within 12 months to market and sell vendor-designed registration plates through the vendor's website, with initial contract terms of at least 5 years and two 5-year renewal options

Plates may only be issued for motorcycles and passenger cars/trucks with registered gross weight of 14,000 pounds or less, with 12 initial designs available and additional designs permitted after 12 months

Establishes the Pennsylvania State Police Traffic Safety Enhancement Restricted Account in the Motor License Fund, with fee revenue (after department cost reimbursement) dedicated to PSP equipment and supplies for traffic safety enforcement

Private vendor must provide monthly transaction reports, maintain electronic systems compatible with department infrastructure, offer personalization options, and guarantee minimum revenue in the first 5 years

Act takes effect 180 days after enactment; plate designs remain department property and may not substantially mimic standard PA plates or other authorized specialty plates
