Amends Title 75 (Vehicles) to allow driver's license and learner's permit applications to accept either a Social Security number or taxpayer identification number for identification purposes

Requires non-REAL ID driver's licenses to be issued to eligible persons who can establish identity and state residency, with licenses clearly labeled "Not for REAL ID Purposes" per federal regulations

Prohibits disclosure of applicant information and documents for immigration enforcement purposes unless required by a court order, warrant, or judicial subpoena signed by an Article III federal judge

Bars the department from sharing non-REAL ID license records with agencies that primarily enforce federal immigration laws, and prohibits using such licenses as sole evidence for immigration-related investigations, arrests, or detentions

Removes existing provisions tying noncitizen license expiration dates to immigration document validity periods; takes effect 60 days after enactment
