Adds "public works employes" as a new category of workers eligible for disability benefits under the Enforcement Officer Disability Benefits Law, entitling them to full salary and medical/hospital expenses when injured on the job until the disability ceases.

Defines "public work" as construction, reconstruction, demolition, alteration, or repair work paid for with public funds where the total project cost exceeds $25,000, excluding maintenance work and rehabilitation/manpower training programs.

Defines "public works employe" as an individual hired by a public works contractor or subcontractor for whom a W-2 form must be filed with the IRS.

Extends occupational disease coverage (heart disease and respiratory tuberculosis) to public works employees who have served four or more consecutive years, when caused by extreme overexertion, stress, or exposure to heat, smoke, fumes, or gases.

Takes effect 120 days after enactment.
