Amends Pennsylvania's Underground Utility Line Protection Law of 1974 to expand the definition of "line" or "facility" to include pipelines transporting hazardous material located in public rights-of-way

Requires excavators and demolition workers to call before digging near these newly covered hazardous material pipelines, subjecting them to the same notification and protection requirements as other underground utilities

Maintains existing coverage for electric, communication, gas, propane, oil, sewage, water, steam lines, unconventional oil and gas well production lines, and unexposed storm drainage and traffic loops

Continues to exclude stripper well lines unless they qualify as regulated onshore gathering lines under federal Pipeline Safety Act regulations (49 CFR § 192.614)

Takes effect 60 days after enactment
