Requires the Pennsylvania Public Utility Commission to establish a system for receiving annual reports on degraded natural gas pipelines and provide guidance on assessing pipeline integrity, mitigating threats to Aldyl A polyethylene pipelines, and critical valve placement.

Mandates public utilities operating natural gas distribution systems to submit degraded natural gas pipeline prevention plans within one year of the act's effective date, with annual updates each January 1.

Prevention plans must include an inventory of all Aldyl A polyethylene natural gas assets documenting age, signs of degradation, and environmental threats such as elevated temperatures or steam exposure.

Utilities must establish procedures for notifying building owners of at-risk Aldyl A polyethylene assets, scheduling replacements, and remediating early vintage connections using Polyoxymethylene inserts.

Act takes effect 60 days after enactment and applies to both city natural gas distribution operations and public utilities transmitting, distributing, or furnishing natural or artificial gas.
